EDLVRS Guide — Nepal's New Online Driving Licence System

Everything that changed on Shrawan 1, 2083: province-wise portal links, how to apply or renew, and what still needs an office visit.

What Is EDLVRS?

EDLVRS stands for Electronic Driving Licence and Vehicle Registration System — the Department of Transport Management's (DOTM) new online system for handling driving licence applications, renewals, licence-category add-ons, and government revenue (fee) payment. It went live nationwide on Shrawan 1, 2083 (July 17, 2026), replacing most of what the old central portal used to handle.

The biggest structural change is that EDLVRS is province-based, not centralized. Instead of one national website, each of Nepal's seven provinces now runs its own EDLVRS portal on its own government domain. A National ID (NID) has also been made compulsory for driving licence services — applicants can scan the QR code on their National ID card, or log in through the Nagarik App, to auto-fill their personal details directly onto the application form.

Province-Wise EDLVRS Portals

Use the portal for the province where you plan to sit your written exam and trial — this doesn't have to be your home province.

What You Can Do on EDLVRS

  • New licence applications — fill and submit your form online before visiting an office
  • Licence renewal requests — start the renewal process without an initial office visit
  • Category add-ons — apply to add a new vehicle category to an existing licence
  • Government revenue (fee) payment — pay applicable fees online through the EDLVRS payment gateway
  • PDF licence download — download a PDF copy of your issued licence from your province's portal

How to Apply or Renew via EDLVRS

  1. Find your province's portal. Use the table above and open the EDLVRS site for the province where you'll test.
  2. Verify your identity. Scan your National ID card's QR code or log in through the Nagarik App so your personal details auto-fill.
  3. Fill and submit the form. Complete the new application or renewal form, select your licence category, and review the auto-filled information for accuracy.
  4. Pay the revenue fee online. Complete payment through the EDLVRS gateway and keep your digital payment receipt — you'll need it at the office.
  5. Book your office visit date. Choose an available date for biometric enrollment, document verification, or your written and trial exams.
  6. Visit the office on your scheduled date. Bring your original citizenship certificate, National ID, and payment receipt for in-person verification.

New: Online Medical Check via the Doctor Portal

Alongside EDLVRS, DOTM added a dedicated doctor portal for the mandatory medical fitness check. Any doctor registered with the Nepal Medical Council (NMC) can now register on this portal — DOTM verifies each doctor's NMC licence number in real time through a direct API connection, so a fake or expired registration won't pass.

In practice, this means you're no longer limited to a short list of doctors stationed near your transport office. You can visit any NMC-registered doctor — your local clinic, a hospital OPD, or a private practitioner — as long as they're registered on the system.

New: Download Your Licence as a PDF

Since EDLVRS launched, licence holders can log into their province's portal and download a PDF copy of their driving licence. This is a convenience feature — the PDF is not currently accepted as valid identification during traffic checks. Keep carrying your physical smart card (or your temporary slip, if your card hasn't been printed yet) until official guidance changes.

Smart-Card Printing Backlog Cleared

Alongside the EDLVRS rollout, the Ministry of Communication and Information Technology confirmed that the Security Printing Centre has finished printing 27 lakh (2.7 million) backlogged smart driving licences based on DOTM's data — clearing out approved-but-unprinted cards that had piled up for years. The work was done in two phases: a first agreement in Kartik 2082 covering 12 lakh cards, and a second signed 4 Baisakh 2083 covering the remaining 15 lakh, completed by the end of Asar 2083.

Going forward, once the Security Printing Centre receives complete applicant data from DOTM, it has committed to print the licence and hand it over to the department within 24 hours. If that promise holds, it should keep future backlogs close to zero and sharply cut the wait between passing your test and collecting your physical card. What Still Requires an Office Visit

EDLVRS moves the paperwork and payment online, but a few steps remain in-person by design:

  • Biometric enrollment (photo, fingerprints, signature)
  • Original document verification
  • The written exam and practical trial
  • Medical certificate submission (unless already verified digitally through the doctor portal)
  • Physical smart-card collection once your licence is printed

Is the Old Central Portal Still Active?

Some reporting indicates the previous central portal, applydl.dotm.gov.np, remains reachable as a fallback while EDLVRS stabilizes. However, DOTM's stated direction is for new applications, renewals, and payments to run through the province-wise EDLVRS system going forward. Treat the old portal as temporary, and confirm current status on your provincial EDLVRS site or the official DOTM notice board before relying on it.

EDLVRS vs. Checking Your Print Status

It's worth being clear about the difference: EDLVRS is for applying, renewing, and paying — it is not where you check whether an already-approved licence has been printed.
